What Is Mumbai 3.0 Infrastructure’s Status in 2026?
- Two anchor projects are already live: Navi Mumbai International Airport (domestic ops from 25 December 2025, first international route — Abu Dhabi — from 15 July 2026) and Atal Setu/MTHL (open since 12 January 2024).
- Two corridor-defining roads opened in the last five months: the Mumbai-Pune Expressway Missing Link (1 May 2026) and the full 701 km Samruddhi Mahamarg (final Igatpuri–Amane stretch, 5 June 2025).
- The two projects that matter most for Karjat and Upper Alibaug buyers are both under construction, not yet open: the Panvel–Karjat suburban rail line is 99% built with a targeted Diwali 2026 start, and the Revas–Karanja bridge (Dharamtar Creek) is under active construction with a stated ~March 2028 completion.
- The Virar–Alibaug Multimodal Corridor — the “half ring road” tying the whole region together — is approved and in land acquisition, not yet under construction; BOT tenders were targeted for release by around April 2026, and no public confirmation of an awarded tender exists as of this update.
- Mumbai Coastal Road Phase 2 (Versova–Dahisar–Bhayandar) cleared its last environmental permit in January 2026; the state’s own target has already slipped to October–December 2028.
- This is a status tracker, not the growth story. For the “why Mumbai 3.0 matters” narrative, see our Mumbai 3.0 explainer.
What is the current status of Mumbai 3.0 infrastructure, as of September 2026?
Of the eight projects that define the Mumbai 3.0 growth corridor, two are fully operational, two opened within the last five months, two are under active construction with dated targets, and two remain pre-construction.
Mumbai 3.0 — the outward push of Mumbai’s economic gravity into Raigad, Karjat, Khopoli and Alibaug — is not one project but a bundle of them, moving at different speeds. Confusing “approved” with “open” is the single most common mistake buyers make when timing a purchase against infrastructure. The table below tracks each project by its actual construction/operational status, not its announcement status, with a dated source for every row.

Why NMIA and Atal Setu matter most for the corridor — and what’s left
Both anchor projects of Mumbai 3.0 are now live, but neither is running at full design capacity yet — NMIA’s international network and MTHL’s connecting road grid are both still being built out.
NMIA and Atal Setu: the two anchor projects now live
Navi Mumbai International Airport went from roughly 5,000 daily passengers at its December 2025 launch to over 22,000 passengers and nearly 160 daily flight movements by April 2026, according to CIDCO’s own figures reported at the time. Its first international service — Air India Express to Abu Dhabi — began 15 July 2026, later than the “May 2026” target CIDCO’s Vice Chairman had floated earlier that year; a broader international network (Emirates, Singapore Airlines and others, on a phased schedule) is expected to build out through 2027–28. Atal Setu has been open since January 2024, cutting the Mumbai–Navi Mumbai commute from roughly two hours to 20–30 minutes — the bridge itself is finished business; what is still being built is the road network feeding into it, including the Virar–Alibaug corridor (row 6) that is meant to link it onward to JNPT and Uran.
Why the Missing Link and Samruddhi Mahamarg openings matter for Khopoli and Karjat
Two of the biggest travel-time wins for the Khopoli–Karjat stretch have already happened, not just been promised.
Missing Link and Samruddhi Mahamarg: the Khopoli–Karjat wins already done
The Mumbai–Pune Expressway Missing Link — a 13.3 km bypass with an 8.87 km tunnel through the Sahyadris — opened for light vehicles on 1 May 2026, Maharashtra Day, cutting the old ghat bottleneck that used to cause hours-long jams near Khopoli and Khalapur; heavy vehicles and buses get access in a later phase. Separately, the full 701 km Samruddhi Mahamarg has been operational since June 2025, when the final Igatpuri–Amane stretch opened, giving the Nashik-side approach to the Karjat–Khopoli belt a finished high-speed link rather than a construction-zone one. Both of these are “done,” not “targeted” — a meaningful distinction when a project timeline gets cited as a reason to buy now.
Why the Panvel–Karjat rail line is the one to watch closest
For a Karjat-specific timeline, the Panvel–Karjat suburban rail line is the most immediately relevant project on this list — and it is not open yet.
Panvel–Karjat rail: 99% built, waiting for safety clearance
As of a 22 September 2026 report, the 29.6 km double-track MUTP-3 line is 99% physically complete, with local train services targeted to start around Diwali 2026 (early November), subject to safety clearance from the Commissioner of Railway Safety — the same statutory gate that has pushed the line’s own deadline from an original December 2025 target already once. The line will connect Panvel to Karjat via Chikhale, Mohape (recently referred to as Poyanje in some reports), Chowk and Karjat, cutting an estimated 30 minutes off the current route once running. Until the CRS clearance is issued and trains actually run, this stays a “99% built” project, not an “open” one — the gap between those two states is where a buyer’s own diligence matters most.
Why the Virar-Alibaug corridor and the Revas-Karanja bridge are the two to track hardest
These are the two projects most directly relevant to Upper Alibaug and Shrivardhan land buyers, and both are still pre-completion by a wide margin.
Virar–Alibaug corridor and Revas–Karanja bridge: the two to track hardest
The Virar–Alibaug Multimodal Corridor — often described as a “half ring road” tying together JNPT, NMIA and the MTHL — was cleared by the Maharashtra Cabinet for execution on a Build-Operate-Transfer model in June 2025, after the earlier EPC-based tender was scrapped. Land acquisition was reported at roughly 45% as of an August 2026 update, and MSRDC officials had targeted floating fresh BOT tenders by around April 2026 — but no public confirmation of an actual tender award exists as of this update, meaning the “ground work begins early 2026” target stated in the original cabinet clearance has already passed without that milestone being met. Separately, the Revas–Karanja bridge over Dharamtar Creek — a more localized but for Alibaug arguably more immediate project — is under active construction by Afcons Infrastructure, with a stated completion target of around March 2028; once open, it is expected to cut the Uran–Alibaug travel time from over two hours to roughly 30 minutes.
What did not change
None of these projects are complete ahead of schedule, and two have already missed a previously stated target — that is normal for infrastructure of this scale, not a reason to discount the corridor.
The Virar–Alibaug corridor’s “early 2026” groundwork target and NMIA’s “May 2026” international-launch target both slipped by months, not years, and both projects continued moving rather than stalling. Coastal Road Phase 2’s own state-level target has moved from an earlier 2026 aspiration to an officially stated October–December 2028 window. Treat every date in the table above as a target, not a guarantee, and re-check it against the row’s own source before acting on it — infrastructure timelines are exactly the kind of claim that expires.
FAQ
Is Mumbai 3.0 infrastructure actually happening, or still mostly announcements?
Both — two of the eight tracked projects (NMIA and Atal Setu) are fully operational, two more (the Missing Link and Samruddhi Mahamarg) opened in 2025–2026, and four are under construction or in land acquisition with dated but unconfirmed targets. The narrative and the ground reality move at different speeds; this tracker exists to separate the two.
Which Mumbai 3.0 project matters most for Karjat specifically?
The Panvel–Karjat suburban rail line (MUTP-3), 99% complete as of 22 September 2026 with services targeted around Diwali 2026, subject to Commissioner of Railway Safety clearance. The Samruddhi Mahamarg and the Mumbai–Pune Expressway Missing Link, both now open, also directly serve the Karjat–Khopoli belt.
Which project matters most for Upper Alibaug and Shrivardhan?
The Revas–Karanja bridge over Dharamtar Creek (targeted ~March 2028) and the Virar–Alibaug Multimodal Corridor (still in land acquisition, BOT tenders not yet confirmed awarded) are the two most directly relevant — both still years from completion as of September 2026.
Has the Virar-Alibaug corridor construction actually started?
Not confirmed as of this update. The Maharashtra Cabinet approved the BOT model in June 2025 and land acquisition was reported at roughly 45% by August 2026, but no public tender award or construction-start confirmation exists in the record checked for this post. Treat ‘work to begin in 2026’ as a stated target, not a completed milestone.
When did Navi Mumbai International Airport start operations?
NMIA began domestic operations on 25 December 2025 and launched its first international route, Air India Express to Abu Dhabi, on 15 July 2026. Daily traffic grew from around 5,000 passengers at launch to over 22,000 passengers and nearly 160 daily flight movements by April 2026, according to CIDCO’s figures reported at the time.
When is the Panvel–Karjat suburban rail line expected to open?
As of 22 September 2026 the 29.6 km double-track MUTP-3 line is 99% physically complete, with services targeted around Diwali 2026 (early November) and an official deadline of December 2026, subject to Commissioner of Railway Safety clearance before trains can run.
